My Tacho is not working

The tacho output is a low side switch (switch to ground) so if the tacho signal wire itself has no voltage on it there is nothing for the ECU to switch to ground.  Depending on what type of tacho it is you would normally need to put a 1000ohm pull-up resistor to 12 to make the tacho work.  I have attached a simple diagram to help.
